WAITING FOR FARMERS FUNDING SCHEME

the fast progress of farmers’ palm oil plantation namely in the independent farmers now faces the low productivity and the funding to replanting programme. these need the funding innovation scheme which is accepted by every side.

The fast enlargement of palm oil plantation, caused by the crude palm oil (CPO) price euphoria in the last five years, makes the increasing indipendent farmer’s area. If in 1980s the farmers plantation areas just reached 6.175 hectares, in 2014, their areas reached 4,5 millions hectares, in which 4 millions hectares were cultivated by the indipendent farmers.

The increasing areas raise problems too, namely for the indipendent farmers, who indipendently cultivate the areas without the help of the plantation companies. They always face many problems to sell their fruit to the collectors and also the less productivity.

They cultivate the areas in the wrong ways too, such as, they plant fake seeds (uncertified seeds), they do not maximally fertilize the plantation for the limited fundings. They have limited income, as the result. They even get loss, namely when the fruit price keeps decreasing for the decreasing CPO price in the world.

Of course, there should be solution for these problems. In many regions, the age of indipendent farmers plantation has been about more than 25 years. Their areas should be replanted. But for they have limited fundings, the replanting programme is not about to do.

This condition will be a loss for the farmers and the national plam oil industries. Actually the increasing farmers productivity will increase the national CPO production.

Head of Research and Technology, Indonesian Palm Oil Businessmen Association (IPOBA) Yohannes Samosir estimated, if the government increases the farmers productivity, from 3,5 tons CPO/hectare/year to be 5 tons CPO/hectare/year, the national additional CPO production could be about 15 millions tons per year. This will be national additional CPO without enlarging 4,3 millions hectare area.
