The Legislators as the representative of the people, by its initiative to make Laws, has proposed to make Palm Oil Laws Draft (LD). It is in the National Legislation Program (NLP) in 2016.
The member of Legislators, Firman Subagyo said, Palm oil LD has been studied from the academist perspective in the early of this year and still to improve the academist text. For it is in NLP, the Legislators should make it prior to be discussed together with the government.
The Legislators itself has target by the end of this year to accomplish the LD to be Laws so in the early of next year, it could be running. Of course the LD is responded by the government as soon as possible to discuss it.
Firman also mentioned, the initiatif of Palm oil LD is part of the national interest. Palm oil is produced from the domestic natural resources. The process until it becomes a product take many domestic employees and help the government. In addition, the biggest revenue from non oil and gas, derives from palm oil and the derivative products. So palm oil, from the plantation until the derivative products become the national strategic commodity and should be supported and protected by the country.
The national palm oil plantations, reaching more than 41% belonging to the smallholders, are the next reason. The smallholders areas could help the government’s program to conquer the poverty and hire the workers in the remote areas to the cities.
“The big potency in palm oil and the large areas of the smallholders are the reasons to make Palm oil LD,” Firman said. He also thought, the Laws could be the moment for the repratiation fund from the tax amnesty to strengthen palm oil industries in the future.
Increase the Smallholders’ Productivity
Based on the information which InfoSAWIT collected, there are some consideration in Palm oil LD, such as, as the national strategic commodity, it needs protection and subsidy, contribution from the Exchange, reaching Rp 300 billion in 2015; the biggest non oil and gas export commodity, . . .
