SMALLHOLDERS’ SUCCESS IN PRODUCING SUSTAINABLE PALM OIL

IF BIODIESEL PROGRAM IS SAID TO BE SUCCESSFUL, THE PEOPLE’S PALM OIL REPLANTING PROGRAM IS NOT. THE STATUS OF THE AREA AND THE RIGHT TARGET BECOME THE PROBLEMS. NOW PALM OIL PLANTATION FUND MANAGEMENT AGENCY (PFMA) TAKES MINISTRY OF AGRICULTURE TO SUCCEED THE REPLANTING PROGRAM ABOUT 22 THOUSAND HECTARES.
Before it, Palm Oil PFMA was hoped to be the solution of the classical issue in palm oil areas nationally, especially to increase the people’s productivity.
The mission of PFMA, based on Presidential Regulation No. 61 / 2015 about Accumulation and Usage of Palm oil Fund, mentioned, the fund is used to help the independent smallholders to do their replanting program.
Unfortunately, in this mission, PFMA faces problems. In 2016, of some proposals to do replanting program, reaching about 26,5 thousand hectares, involving 12 thousand smallholders, 79% of the proposal were from independent smallholders, and 21% were from plasma smallholders.
61% of the total proposals faced unclear area status. So it still needs verification process of the data and the right target, that is, the fund would be used to the people who need replanting program (Read InfoSAWIT, February, 2017: Biodiesel Continues, Replanting Needs Fast Solution).
It is said, the people’s replanting program will be done by Ministry of Agriculture through General Directorate of Plantation. In the previous, the smallholders proposed the fund from PFMA and they should pass the verification process done by the local Plantation Agency. This was to ensure, the smallholders’ areas were not in problem in the area status.
Not only the areas in the forest areas, the smallholders who cultivate theirs out of the forest region, have problems to get certificates. Ministry of Agriculture and Spatial/National Land Agency MAS/NLA has targeted to certify the people’s areas by the Regulation of MAS/NLA No. 35/ 2016 which has been renewed by Regulation of MAS/NLA No1./2017.
The Registration of Complete Systematical Land or ‘Pendaftaran Tanah Sistematis Lengkap (PTSL) is done in the village in every region in Indonesia. Its goal is to accelerate the law enforcement and protection on their rights in simple, fast, safe, fair, equal, open, and accountable. This is to increase their welfare (Read InfoSAWIT April 2017: Mapping the Independent Smallholders’ Areas).
