PALM OIL MORATORIUM RAISES NEW CONFLICT

in the beginning, the peat and area moratorium, when president’s instruction was published on may 20, 2011 was for two years only. but it was prolonged in 2013 to 2015. it is done again up to 2017. it will be more powerful for the making of palm oil moratorium which might be published in this year.

The government of Indonesia hoped, the moratorium could be the moment for every stakeholder in palm oil plantation, including the government itself, to manage the progress of areal usages, and to stop the peat usages in Indonesia. As the output, the government will prepare one roadmap policy as the indicative map to use and to be the reference of areal usages in this country.

But until now, the one roadmap policy is questioned. The government still waits for the Provincial Spatial Plan (PSP) which will be used as the reference. The PSP itself is postponed to finish and to publish until now.

Executive Director of INOBU, Joko Arif thought, palm oil industries mostly are discriminated for the unfinished areal issue. He also thought, the international environment activists focus to the area issue. So the government should make the areas as the prior to solve every problem.

“If the regional government finishes PSP, at least, one problem is solved. This is better rather than the long debate which has no end,” he said.

According to one initiator of the moratorium, who is also the environment activist, Bustar Maitar, it is time to strengthen and clarify the moratorium itself. The area and peat moratorium has been done for many times, and it is prolonged. “This should be clarified and improved, namely about the policy and the management,” he explained.
